Ameren Labadie Energy Center § 316(a) Final Demonstration

The Labadie Energy Center (LEC) is a steam electric power plant owned and operated by Ameren and located in Labadie, Missouri on the south bank of the lower Missouri River (LMOR) in Franklin County.  2019 marked the completion of the § 316(a) Demonstration (Demonstration) work in which the ASA Team worked with Ameren to prepare the Demonstration based on hydrothermal modeling and two-years of field biological monitoring data.  The biological monitoring was designed to ensure that multiple major habitat types were sampled in reference and thermally exposed zones to give a more complete representation of the fish and benthic macroinvertebrate assemblages within the study area.  The sampling results were used to conduct a retrospective assessment to evaluate whether the LEC past and current operation has resulted in appreciable harm to the aquatic biota in the LMOR near the LEC.  In addition, a predictive assessment was conducted to determine whether the proposed alternative effluent limits for temperature will assure the protection and propagation of the balanced indigenous community (BIC) of the LMOR.
