NEPA was established in 1970 to evaluate the environmental impact of Federal actions and requirements. Prior to getting approved by regulatory agencies to implement a major capital project needed an entity may be required to develop an Environmental Assessment (EA) or Environmental Impact Statements (EIS). EAs and EISs require that ‘No Action’ be one of the alternatives that is evaluated.
