Challenge
Vistra Energy (Vistra), like several ASA power generation clients, are faced with an entire portfolio of facilities requiring compliance with the § 316(b) Rule. Although each facility can be very different, and require solutions to site-specific issues, the permit renewal coordination process for a single operating company requires a consistent, holistic compliance approach among all facilities.
Approach
This approach was successful for the Vistra portfolio based on ASA’s knowledge not just of the technical studies, but the workings of the Rule, bringing forward decades of experience from facilities around the country, and an unmatched reputation with regulators. These factors enabled ASA to bring a comprehensive strategy to the Vistra portfolio while crafting individual solutions for these cooling lake and Ohio River facilities.
Solution
ASA identified, implement, and prepare the field studies and § 122.21(r) reports for seven Dynegy facilities located on Illinois cooling lakes and the Ohio River. Serving as the prime contractor, ASA assisted Vistra in formulating an approach strategy to completing the (r)-reports and was responsible for the quality and timely completion of several studies and reports required under the § 316(b) Rule.
