Upper Collinsville Dam, FERC Licensing Environmental Support

Upper Collinsville Dam, FERC Licensing Environmental Support

Project Description

Challenge

Town of Canton, Connecticut filed to transfer and reinstate the license for the Upper Collinsville Dam located on the Farmington River.  During consultations the U.S. Fish & Wildlife Service, Connecticut Department of Energy and Environmental Protection (CTDEEP), the Town of Canton, CT and the developer Canton Hydro, LLC agreed that several environmental studies including a Bypass Reach Habitat Survey and water quality monitoring would be required.

Approach

ASA was engaged by Canton Hydro as the prime environmental consultant to conduct the required environmental studies.  ASA conducted a pre- and post construction habitat survey,  water quality monitoring study to develop information regarding the types and distributions of aquatic habitats and levels of dissolved oxygen within the bypass reach of the Project.

Solution

ASA conducted three-month water quality monitoring study at two locations downstream of the project.   The habitat within bypass reach was successfully categorized and mapped under low flow conditions.  Habitat and water quality information was used in developing an understanding by the USFWS and CTDEEP of the factors that influence the distribution and abundance of fish and other stream organisms within the Farmington River downstream of the project
